Rebels carve out large enclave in north Syria

Residents of this north Syrian border town like to snap photos of their children atop the tank parked downtown, one of more than a dozen captured or destroyed by rebels in the battles last month that "liberated" the area from President Bashar Assad's army.

Across the street in air-conditioned offices once occupied by Assad's Baath party, a new political order is emerging. Local rebels have formed committees to fix power lines, fire up bakeries and staff the nearby border crossing with Turkey. They also run security patrols and a prison with some 60 captives. Two men were executed by firing squad recently after a judge and Islamic clerics found them guilty of murder.

"We run a state system here," said Samir Hajj Omar, the silver-haired former teacher who heads the rebel political office for Azaz, a town of 35,000. "We're enforcing the law."

In recent months, Syria's rebels have extended control over a large swath of territory in the northeastern corner of the country after forcing the army from town after town in a string of bloody street battles.

As a result, for the first time in Syria's 17-month conflict, rebels have a cohesive enclave in which they can move and organize with unprecedented freedom, plus a long stretch of the border with Turkey key for moving out refugees and smuggling in weapons. They also have one official, working border crossing.

The area extends about 30 miles south of the Turkish border and from the edge of Idlib province in the west to the cities of al-Bab and Manbaj some 130 kilometers (80 miles) east. Its southern edges reach the outskirts of Aleppo, Syria's largest city and for weeks the scene of heavy battles as regime forces try to uproot rebels who have taken control of several neighborhoods.

Not a safe zone
The pocket is not an outright safe zone. The military holds two bases within it -- at Mannagh airport near Azaz and at an infantry academy north of Aleppo. From there, it shells nearby towns daily, wrecking buildings and killing people. It often targets rebel enclaves with helicopters and fighter jets; there remains a continual back-and-forth of residents fleeing homes around the areas.

But the army has largely surrendered the ground, creating a huge vacuum for rebels to fill. Across the scattered farm towns, locals have formed councils to remove rubble, restore utilities and funnel supplies to fighters in Aleppo. They organize security patrols to guard against thieves and government spies. Some are running prisons and rudimentary courts.

Their efforts are hugely decentralized. Each town is on its own. There is no national, or even regional, body for them to report to.

Since the anti-Assad uprising started in March 2011 with protests calling for political change, opposition leaders have failed to offer little more than a vague idea of the kind of state they hope to found should the regime fall. More than 20,000 people have been killed since as the conflict has transformed into a full-scale civil war.

While still new, these early organizational efforts shine a light on the priorities of rising local leaders. When asked, all say they want a civilian state that respects its citizens. More concerning to the West and to Syria's religious minorities, most said that Islam was their guide more than any political ideology. What that means for them remains unformed in many ways, but what is clear is that they seek a role for religion in public life after four decades of secular rule.

"Religion is the basis of everything for us," said Abdel-Aziz Salameh, head of a "revolutionary council" that coordinates various rebel factions in Aleppo and the nearby countryside. "It is the driving force of the revolution."

Salameh spoke from the basement of the police station in Tal Rifat, some 20 miles north of Aleppo, now the headquarters of one of Syria's largest rebel groupings, the Islamist Brigade of Unification.

Fighter jets screeched overhead, and the dull booms of shelling punctuated the conversation.

"May God curse you," the 46-year-old honey distributor said, looking up as the lights flickered.

The brigade, formed last month, now boasts more than 7,000 fighters, Salameh said, bringing together some of the armed factions in the Aleppo region that cropped up as army recruits defected and locals took up arms. Before a new group can join, it must agree not to target civilians or their property and to bring all prisoners to one of the brigade's two prisons, which now house some 500 captives.

This is to prevent fighters from settling personal scores or kidnapping wealthy people for ransom, Salameh said.

Like most rebel leaders, Salameh bemoaned the lack of military support he said the rebels had received from abroad. The small amounts trickling in from governments and private groups he declined to name have done little to help his fighters, most of whom carry arms taken as booty or bought from dealers in Turkey or Iraq.

Salameh acknowledged that many rebel groups operate independently and that a small number want to kill Shiite Muslims and Alawites, the Shiite offshoot sect to which Assad and many in his regime belong.

He said such views violate the tenets of Islam that his group follows, but said not all fighters can be vetted.

"When we're at war, I don't have time to ask every fighter what his views are," he said. "I tell him to put his rifle next to mine and fight."

Most of the brigades in the enclave region formed to fight the army in their own towns and moved on only after their streets were "liberated." Many of these battles were Pyrrhic victories, leaving entire areas destroyed and depopulated.

UN chief: 'There will be no winner in Syria'

In the town of Atarib, 30 kilometers (20 miles) southwest of Aleppo, every building downtown is damaged, with windows blown out, doors peppered with shrapnel and awnings shredded to ribbons.

At the center sit the charred shells of the police station and city hall, which troops occupied in February. For months, local rebels attacked their positions and tried to cut their supply lines. By the time the army left in June, the city was destroyed and deserted.

When asked how many of the town's 25,000 residents had returned since its "liberation," the head of Atarib's military council laughed.

"If you put them all in the back of a semi-truck, there'd still be space," said Obeid Ahmed Obeid. Others guessed it was a few hundred.

Nearby, Fatum Obeid, a 50-year-old widow, wandered through the wreckage of her simple home, asking God to destroy Assad and his mother.

Two of her sons had been killed in the uprising. One returned from his mandatory military service in a body bag with no explanation. Another was shot dead by a government sniper before she and other residents fled to nearby villages.

"We'd sit and watch the troops come, then hear the booms and see the smoke," she said.

Town leaders have formed military and civil councils and opened a prison that holds some 15 people.

The army still shells the town daily, keeping residents away, and making some wonder how free they are.

"It's not liberated because you can't sit down without worrying that a rocket will fall on you," said a local activist who declined to give his name because he often travels to Aleppo.

The violence has caused a continuous human tide, first pushing rural residents into Aleppo and then out as the battle there rages. As shelling continues around the province, it is common to see large families driving trucks piled high with washing machines, mattresses and bags of clothing. Many seek shelter in schools, farms and unfinished buildings in villages that local leaders have struggled to keep safe.

The refugees have doubled the population of the village of Maaret al-Artiq to 25,000 in recent months, said Omar Zahra, a resident who helps them find shelter.

"They'll live in any building they can find as long as it's better than a tent," he said.

Azaz, the border town, has fared better than others. Residents are coming home, a few shops have opened and armed men run checkpoints at the town's entrances. Young boys climb around on the destroyed tanks and armored vehicles half buried in the rubble of the security building rebels brought down with homemade bombs.

Graffiti by government soldiers on one wall boasts, "Assad's beasts were here." After they left, someone crossed out "Assad" and wrote "the donkey."

In his vast, carpeted office, Omar, the silver-haired former teacher, fielded calls on three cell phones and two land lines while chatting with visitors. When asked how he got his job, he said it was "automatic" because of his role in the uprising.

As he spoke, however, the now-familiar sounds of a protest rose from the streets below ? but this time with a twist.

"This protest is mostly against me," Omar acknowledged with a laugh, dismissing the few dozen marchers as upstarts who wanted power without working for it.

"They feel they were left outside," he said. "But should someone who was sitting on the sidelines come and sit here, or someone who was here for the battle?"

Investors pull cash from stock funds, add to bonds - seattlepi.com

BOSTON (AP) ? Investors pulled cash out of stock mutual funds for the fifth month in a row, while bond funds again attracted new cash. Anxiety about stocks is running so deep that net deposits into bond funds through July are already 50 percent greater than the total for all of last year.

A net $12.7 billion was withdrawn from U.S. stock funds last month, industry consultant Strategic Insight said on Friday. It was the biggest monthly net withdrawal this year, despite the 1 percent rise last month in the Standard & Poor's 500 index. Through July, nearly $28 billion has been pulled out.

"Investors continue to dismiss the positive trends reflected in steady gains in the economy, employment, real estate prices, and the stock market," said Avi Nachmany, research director with New York-based Strategic Insight.

Investors instead appeared to be focus on avoiding the potential for short-term losses, Nachmany said.

Although cash flowed out of U.S. stock funds last month, investors deposited a net $1 billion into funds investing in foreign stocks. Year-to-date, international stock funds have attracted $34 billion in new cash.

Here are additional details about how investors moved their money in June, according to Strategic Insight:

BOND FUNDS: July's net deposits of $29.2 billion into bond funds came mostly from taxable bond funds. Those funds, which primarily invest in corporate bonds, attracted a net $23.8 billion, about twice as much as June's total. An additional $5.4 billion was deposited into municipal bond funds, which invest in bonds issued by state and local governments.

Through the first seven months of the year, bond funds have attracted a net of about $179 billion in cash. That's about 50 percent more than net deposits into bond funds for all of 2011. Bond fund deposits have exceeded withdrawals for 11 months in a row, beginning last September.

Nachmany predicts that bond funds will continue to attract cash the rest of this year, due to economic and political uncertainty, and expectations that interest rates will remain low for years to come. That would be consistent with trends since the financial crisis, as fund investors have added to bond holdings while withdrawing from stocks ? even as stock prices doubled since March 2009.

MONEY-MARKET FUNDS: A net $32 billion was deposited into these funds in July, compared with nearly $44 billion that flowed out in June. Money-market funds are designed to be safe harbors where investors can temporarily park cash and quickly access it when needed. However, their appeal has been reduced because returns have been barely above zero ? they're now averaging 0.03 percent ? for about three years. Money fund returns are closely tied to interest rates. Prospects of higher returns dimmed in January when the Federal Reserve said it doesn't expect to raise its benchmark rate until late 2014, at the earliest, because the economic recovery remains fragile.

EXCHANGE-TRADED FUNDS: Investors deposited a net $14 billion into ETFs, which bundle together investments in a particular market index. Over the first half of the year, net deposits into all ETFs total nearly $90 billion, putting ETFs on track to record a sixth consecutive year of attracting more than $100 billion in new cash. Unlike mutual funds, ETFs can be traded during daily sessions just like stocks. ETFs continue to grow much faster than mutual funds, with net deposits totaling $115 billion last year.

A look at cable, satellite TV earnings reports

Cable and satellite TV companies have been releasing their earnings reports for the latest quarter.

The second quarter is usually a weak one for pay-TV services because students cancel their subscriptions ahead of the summer holidays, and some "snowbirds" cancel their winter home subscriptions before heading to their summer homes.

Here is a summary of earnings reports for selected companies and what they reveal about the industry's prospects:

? July 19: Verizon Communications Inc. says it added 120,000 FiOS video customers to end with 4.5 million in June.

Dish Network Corp. says it lost a net 10,000 subscribers, which was smaller than analysts predicted in a typically week quarter for pay TV operators. It ended the quarter with 14.1 million subscribers in the U.S.

? July 24: AT&T Inc. says it added 155,000 U-verse TV subscribers to end with 4.1 million.

? Aug. 1: Comcast Corp. says it lost 176,000 video subscribers, though the rate of decline has slowed. It ended the quarter with 22.1 million to remain the nation's largest.

? Aug. 2: DirecTV Inc. says it lost 52,000 U.S. subscribers, the first quarter it has lost subscribers. DirecTV ended the quarter with 19.9 million U.S. subscribers, making it the second-largest provider of pay-TV signals in the country, after Comcast. DirecTV's Sky Brasil and PanAmericana added 645,000 subscribers. That was up from 472,000 a year ago and the best result ever for the company.

Time Warner Cable Inc., the second-largest cable company, says it lost 169,000 subscribers in the second quarter, a record for the company. It ends the quarter with 12.3 million.

? Tuesday: Charter Communications Inc., the country's fourth-largest cable-TV provider, lost 72,000 TV customers in the quarter to end with 4.3 million.

Cablevision Systems Corp. has stemmed the loss of TV subscribers for the second quarter in a row, at the cost of holding its prices steady. It held the number of TV subscribers steady at 3.3 million.

? Wednesday: Dish Network Corp. reiterated that it lost 10,000 subscribers, leaving it with 14.1 million and as the third-largest provider of pay-TV signals to U.S. homes.

Ryan seen as Romney's bridge across GOP spectrum

JANESVILLE, Wis. (AP) ? Even before Wisconsin sent Paul Ryan to Congress, he was meticulously carving a path that seemed to point only upward.

As a young Capitol Hill staffer, he impressed Republican lawmakers with his hustle and intellectual curiosity. He blended quickly with an elite crop of conservative thinkers. By his 30s, he was a congressman on his way to becoming a GOP name brand with his push-the-edge budget proposals.

Ryan's climb reached new heights Saturday when Republican presidential nominee Mitt Romney announced him as his running mate.

"Mitt's Choice for VP is Paul Ryan," said a phone app Romney's team created to spread the word to supporters.

As the chairman of the House Budget Committee, Ryan gives Romney a link to Capitol Hill leadership and underscores Romney's effort to make the election a referendum on the nation's economic course. Romney also could see his standing improve in Wisconsin, a state President Barack Obama won handily four years ago but that could be much tighter this November.

Even so, Ryan has been a double-edged sword for Romney. The congressman's endorsement of Romney came at a critical stage of the GOP primaries, giving him a boost in the Wisconsin race that effectively buried Romney's final threat. But it also meant Romney was embracing the Ryan-sponsored budget proposal that Democrats fiercely target as painful to the poor and elderly.

Still, the square-jawed congressman is viewed as a bridge between the buttoned-up GOP establishment and the riled-up tea party movement.

At 42, Ryan has spent almost half of his life in the Washington fold, the last 14 representing a southern Wisconsin district that runs from the shores of Lake Michigan through farm country south of Madison.

Ryan grew up in Janesville and still lives just down the block from where he spent his boyhood. During summers in college, Ryan was a salesman for Oscar Mayer and once drove the company's famed Wienermobile.

Ryan's father, a lawyer, died of a heart attack when Ryan was a teenager.

On Saturday, Ryan leaned on his father's memory as he took his first swipe as a running mate at President Barack Obama, suggestive of the traditional attack role he'll inherit.

Of his father, Ryan said, "He'd say 'Son, you're either part of the problem or part of the solution. Regrettably President Obama has become part of the problem and Mitt Romney is the solution."

The early death of Ryan's father is one reason the congressman is a fitness buff, leading fellow lawmakers through grueling, early-morning workouts and pushing himself through mountain climbs.

That same intensity propelled him on the political front, too.

He was first exposed to Congress as a summer intern to former Sen. Robert Kasten, R-Wis. With an economics degree in hand, Ryan worked his way through committee staff assignments, a prominent think tank and top legislative advisory roles until opportunity arose with an open seat from his home turf. He leveraged Washington connections, local ties forged through the family construction business and the backing of anti-abortion groups en route to his surprisingly comfortable victory.

As a 28-year-old, Ryan entered Congress brimming with idealistic views about forcing government to become leaner and less intrusive, principles he thought even fellow Republicans were abandoning too readily.

"One of the first lessons I learned was, even if you come to Congress believing in limited government and fiscal prudence once you get here you are bombarded with pressure to violate your conscience and your commitment to help secure the people's natural right to equal opportunity," Ryan wrote in a 2010 book.

Critics question Ryan's own consistency. They note that he backed a costly prescription drug benefit during Republican George W. Bush's presidency that added strain to the Medicare budget, which Ryan touted at the time as "one of the most critical pieces of legislation" enacted since he joined Congress. He said in a June interview with The Associated Press that he took a "defensive" vote to ward off a more expensive Senate version. More recently, Ryan served on a bipartisan presidential debt commission but balked at its report because a tax increase was on the menu of options.

He is a disciple of and past aide to the late Rep. Jack Kemp, once a GOP vice presidential nominee himself who effusively promoted tax cuts as a central tenet for economic growth.

From the title page of his idyllic "Path to Prosperity" budget plan down to the most scrutinized fine print, Ryan is adept at framing proposals in the most pleasant terms.

Ryan's opponents charge that his call to open Medicare to more private competition is too risky even if implementation would be a ways off; he counters that the latest version was fashioned in consultation with prominent Democrats in hopes of heading off an all-out program collapse that would devastate the financial security of future retirees. Foes say his plans to scale back food stamps and housing assistance are mean-spirited; Ryan describes the moves, which would allow states to further customize their welfare programs while imposing tougher time limits and work requirements, as empowerment for the downtrodden who he argues are being lulled into lives of complacency and dependency.

It took time for Ryan's own party to get fully behind his ideas. A few years ago, when Ryan first proposed dramatic changes to entitlement programs like Medicare some in the GOP were skittish because Democrats pounced on the plans as undermining the health program accessed by millions of retirees.

Kasten said Ryan's refusal to back down paid off politically.

"If all the sudden you become the dartboard for everyone on the left and you are willing to stand there and take the heat and the darts, you develop a tremendous amount of respect even from those who are throwing the darts," Kasten said. "In the beginning it's a grudging respect. It grows into a true respect."

Ryan has let opportunities to advance come and go, most recently when he opted not to seek an open U.S. Senate seat. His young family factored into his considerations; he and wife, tax attorney Janna, have a daughter and two sons, ages 10, 8 and 7.

Mel Stuart, an award-winning documentarian who also directed "Willy Wonka & the Chocolate Factory," has died. He was 83.

His daughter, Madeline Stuart, said he died Thursday night of cancer at his home in Los Angeles.Stuart's documentaries include "The Making of the President 1960," for which he won an Emmy, as well as subsequent explorations of the 1964 and '68 campaigns. Other programs were "The Rise and Fall of the Third Reich" and the Oscar-nominated "Four Days in November."His groundbreaking 1973 film "Wattstax" focused on the Wattstax music festival of the previous year and Los Angeles' Watts community in the aftermath of the 1965 riots.But while Stuart's documentaries won acclaim and cemented his reputation, he won a special sort of following with the 1971 musical fantasy "Willy Wonka."That film was his response to a young reader of the Roald Dahl children's classic "Charlie and the Chocolate Factory": Stuart's daughter Madeline asked her dad to make a movie of the book she loved. Starring Wilder as Willy Wonka (and with 11-year-old Madeline in a cameo role as a student in a classroom scene), it became an enduring family favorite.A collaborator on "Willy Wonka" was screenwriter David Seltzer, who at 26 had gotten his first job in the film business - making documentaries - from Stuart and calls him "a mentor by way of drill sergeant, much-feared boss and much-loved friend."Seltzer, who also wrote "The Omen" and last year's HBO film "Cinema Verite," said Friday that Stuart dismissed his first effort at a screenplay "with the scolding that if I didn't 'have a drawer-full of magic,' I had no business even thinking I was a screenwriter. He taught me that good enough wasn't good enough."During the 1960s and 1970s, Stuart was associated with David L. Wolper, with whom he established a base of West Coast documentary production at a time when New York filmmakers and TV networks' news divisions dominated the field.By 1980, Stuart was an independent producer and director whose credits include portraits for PBS' "American Masters" on artist Man Ray and the director Billy Wilder. Accused killer pleads guilty in murder of Brooklyn boy

Accused child killer Levi Aron pleaded guilty Thursday in a Brooklyn courtroom to abducting, killing and dismembering Leiby Kletzky, the 8-year-old boy who was kidnapped when he got lost walking home from day camp in Borough Park last July.

A visibly heavier Levi Aron answered questions from Judge Neil Firetog in mostly one- or two-word responses. After he admitted?"smothering" Leiby with a towel, Firetog asked Aron what he did next.

"Got rid of the body," said Aron.


Aron's plea is a milestone in the gruesome and heartbreaking case, which gripped the city and rocked the tight-knit Orthodox Jewish community of both Aron and Kletzky. It also provides a measure of relief for Kletzky's devastated parents, who wanted to avoid the anguish of a trial, a family spokesman said.

State Assemblyman Dov Hikind, who represents the district that includes the Kletzky family's Hasidic community, read a statement from the parents in court Thursday.

"There is no way to comprehend the pain ... our little boy Leiby was ruthlessly taken from us. Today we have receieved some partial closure. A day does not pass without thinking of Leiby ... may our son's soul rest in peace and continue to advocate in heaven for all mankind,"?he read.?

"We want to thank DA Hynes for bringing this to a quick resolution ... and not forcing us ... to relive this. We are grateful to God for giving us Leiby and our other children. God did not abandon our son or our family for even one second."

The judge will sentence him to 40 years to life on Aug. 29.

Last week, sources told the station that a tentative plea deal called for a sentence of 40 to 60 years in prison for Aron. He had previously pleaded not guilty.

Aron's attorney declined comment last week, as did the Brooklyn district attorney's office.

"The family very much wanted to avoid a trial," Hikind said last week. "The pain they would go through is beyond comprehension. They are content with this and this is what they wanted."

Hikind, who said he would read the Kletzky family's statement in court, continued: "Leiby will always be missed. They want to go on with life as best they can. The family feels this will be justice ... They know it will not bring Leiby back."

Kletzky went missing July 11 of last year while walking home from religious day camp, the first time he was allowed to walk by himself. He missed his turn and got lost, and police say he approached Aron for help.

About two days later, the boy's severed feet were found in the freezer at Aron's apartment, along with bloody knives and a carving board. The rest of the boy's body was found in a red suitcase in a trash bin several blocks away. His legs had been cut from his torso.

According to prosecutors, Aron admitted he killed the boy after he panicked when he saw posters with the child's photo. After the two met on the street, Aron took the boy to a wedding upstate, then to his apartment.

The child remained at the apartment alone all day while Aron was at work. When Aron returned, he took a bath towel and smothered the boy, he said, according to authorities.

The medical examiner's office said the boy was given a cocktail of prescription drugs. But Aron's confession didn't mention that, and he denied ever tying up the boy, though marks were found on the child's body.

A?court-ordered evaluation?in August found Aron fit to stand trial on murder charges, but said he is deeply troubled, with an adjustment disorder and a personality disorder with schizoid features.

Timber trade threatens Russia protest leader

MOSCOW/KIROV, Russia (Reuters) - The timber industry in the vast forests of Russia's Kirov region, far from prying eyes in Moscow, has long been easy prey for unscrupulous businessmen.

Locals say it is so murky that the country's most charismatic opposition leader Alexei Navalny will have a hard time fending off charges levied last week of stealing wood from a state company while advising the governor there in 2009.

Navalny says politics lie behind the case, which may also tarnish the governor, Nikita Belykh, a liberal whose appointment by then-President Dmitry Medvedev may grate with the more conservative previous and current Kremlin leader Vladimir Putin.

"The charges were not only absurd but unexpected," he told Reuters, adding that one member of the gang he was said to have organised to steal the wood had given evidence against him in earlier corruption charges involving timber that were dropped.

"This suggests they don't care what the accusation is."

Alexander Shishanov, former head of the timber-producing Omutninsk district of the Kirov region, took a view widely held in the region, that there may be something in the charges, if only because so many people in the area are on the take.

"There is no smoke without fire," Shishanov said, while adding that the alleged theft from state timber firm Kirovles could easily be used to tarnish Belykh's reputation and "everybody will quickly forget about Navalny".

"When somebody says the Kirovles case is political, of course it is, just as much as it is commercial. In Russia it is more or less the same."

Navalny, 36, says his true crime in the eyes of the Kremlin is to have used his blog to reveal high-level corruption at state companies and organize protests against Putin.

Opposition leaders portray Navalny's problems - his home has also been searched by investigators - as part of a crackdown on dissent since Putin began a new six-year term on May 7.

Parliament has rushed through laws increasing fines for protesters, tightening controls on the Internet - which is used to arrange protests - and imposing stricter rules on defamation.

Putin's critics also portray the trial of three women from the punk bank Pussy Riot over an anti-Kremlin protest on a church altar as a sign that he is prepared to brook no dissent.

Navalny says the Kremlin has identified opposition leaders' or critics' business interests as a potential Achilles Heel.

Another adviser to Belykh, Andrey Votinov, has already been sentenced to three years in prison for trying to extort a 2 million rouble ($63,000) bribe from the former head of Kirovles, local media said.

Gennady Gudkov, a protest leader and opposition Just Russia member of Russia's lower house of parliament, is also under investigation over his business interests.

Alexander Lebedev, a billionaire businessman who co-owns a campaigning newspaper that has criticized the Kremlin, says he is considering pulling out of business in Russia because of pressure from the federal security services.

"It cannot be considered a crackdown," Putin's spokesman, Dmitry Peskov, said of the recent moves by the Kremlin.

Denying any deliberate targeting of Navalny or Gudkov, he said: "As far as investigations and detentions are concerned, this is a natural reaction by the state to people who could be suspected of breaking the law."

As far as Kirov resident Larisa Kolbova is concerned, almost everyone involved in Kirov timber could fall into that category.

"The forest industry here is one of the main industries and it's common knowledge that stealing is part of everyday life," Kolbova, a woman in her 40s, said as she tucked into prawns and beer in Kirov's old centre.

"I guess we'll never know the truth about Kirovles, but I'd say it's entirely possible and probable it wasn't all legal and fair."

FOREST IN KIROV "LIKE OIL"

Outside Kirov, a city of 500,000 named after a Bolshevik revolutionary whose assassination in 1934 was used by Soviet dictator Josef Stalin as a pretext to purge his opponents, the river winds into forests that stretch as far as the eye can see.

The region, which is bigger than Hungary, covers 120,000 square km and almost two thirds is state-owned forests.

"We have so much woodland that it's simply impossible to closely control it all. Somebody just starts chopping timber somewhere, takes it and that's it," said Vladimir Zhuravlyov, a member of the local parliament who works closely with Putin's ruling United Russia party.

"The forest in Kirov is like oil in the rest of Russia. It's stable and easy money, you just come in and take it. It's also quick money, you can make fortunes on it in no time at all."

Navalny was asked to help turn around the fortunes of Kirovles, which controlled nearly all the forests of the region 800 km (500 miles east of Moscow) but faced financial problems.

He was involved in the appointment of an intermediary firm called VLK to help Kirovles secure deals to sell wood. But Kirovles was declared bankrupt in 2011, and he made enemies.

"Workers at Kirovles were very unhappy about the intermediary selling some of their output," said Vladimir Krylatov, head of the Kirovles Limited Liability Company that has been established on the ashes of Kirovles and has already hired 700 of its former employees.

He would not comment on whether VLK was corrupt, but said it was new to the business. "They hadn't got a clue about the timber industry and were offering prices that were way too low," he said at the new company's two-storey office in Kirov.

NO REGRETS

Navalny does not regret going to Kirov, saying: "It was a unique situation, an interesting experiment."

But he quickly faced accusations over the commission VLK charged for selling a fraction of Kirovles' production, and has struggled ever since to shake off suspicions.

"Of course there is a political order against Navalny now. Otherwise they would not keep on digging until they can come up with something," said Yevgeny Kokoulin, a local leader of the liberal Yabloko party in Kirov.

"On the other hand, I would really like to see an independent court case on his dealings with Kirovles to clarify things to the very end."

An initial investigation was opened against Navalny in 2010 over accusations that he had put pressure on Kirovles to agree to a "disadvantageous" supply agreement with VLK.

That case was closed in April because no evidence was found against him. But Navalny was summoned by the state Investigative Committee on July 31 and charged with organizing a criminal group that stole 10,000 cubic meters of wood worth more than 16 million roubles ($500,000) from Kirovles.

Opposition leaders often cite the fate of Mikhail Khodorkovsky, once Russia's richest man, as an example of how far the Kremlin is ready to go when it turns on critics.

The former head of the Yukos oil company was arrested in 2003 after falling out with Putin by taking an interest in opposition politics and is still serving a 13-year jail sentence on fraud and tax evasion charges.

Shishanov said anyone criticizing the authorities had to keep themselves above suspicion - a tall order in a country where most business is seen as corrupt.

"If you are pretending to be Jesus Christ, you must be really careful to act like him on all fronts. Otherwise things may become problematic."

Travel Startup Mozio Aims to Solves the 'Final Mile Problem'

World traveler David Litwak has been to 65 countries, and has lived in Paris and Estonia. And while there are plenty of travel sites on the web, ?there?s really no true travel search engines out there, only flight search engines,? he says.

From that realization, travel site Mozio was born.

Litwak and his UC Berkeley fraternity brother Joseph Metzinger began creating Mozio in July 2011. In the long run, their ?grand vision? for Mozio is to build a comprehensive travel search engine. But for now they?re focusing on what is commonly referred to as the ?final mile problem.? How does one book transportation from the airport to their hotel or lodgings?

?It?s hard to compete with Expedia or Kayak,? he said. So Litwak and his team developed a smart plan: to build-up their user base in a segment of travel booking with less competition ? ground transportation, whether bus, shuttle or limo.

Litwak tells Mashable that, during his travels, he?d have 20 tabs open to find out how to get from one place to another via train, cab and bus. So, Mozio is tackling this problem first by creating a comprehensive search engine for ground transportation.

?We?re not interested in re-inventing the wheel, what we?re interested in is not having people have to check six or seven sites,? he said.

They?re working on forging partnerships with big OTAs (online travel agencies) to plug those sites? ground transportation data into their system. But they also want to include the smaller ground transportation companies that sometimes get overlooked on other sites. From small mom-and-pop shuttle services near city airports to Uber and Limos.com, Litwak said they want customers to be able to find the best price.

The team behind Mozio has been doing a lot of testing to ensure a smooth user experience.

?We?re trying to simulate the kind of scatterbrain-ness people experience when they?re searching for travel deals,? he said.

By the end of the year, Litwak said they want to have the top 40 airports in the country in the Mozio system of ground transportation. Mozio will be released in private beta on Aug. 14. Currently, Mozio is in the midst of raising its seed round of funding. So far, the chairman of Orbitz has invested.

Eventually, they?ll develop the ability to book ground transportation from Mozio, but currently Litwak says that?s not their first priority.

The Mozio team is based in San Francisco and consists of cofounders Litwak and Metzinizer, plus two fulltime employees and one parttimer. Right now, they?re looking to hire a front-end coder and designer.

The Critical Importance of Making a Promise

God, in Christ, made an eternal promise.? The promise is faithful to the love that God has for Creation.? As people who are created in the image of God, we bear within us promise for others and the opportunity to make a promise to others, so that through us, everything we do might be a blessing to help others flourish to be all that they were created to be.

In today?s world, we have more information available to us than at any other time in history.? We also have more opportunities to give and get involved in ministries, so it is more critical than ever that ministry leaders learn to communicate with clarity and in a memorable way.

Even though we live during an unprecedented time of change in technological communication, the most powerful communication is still making and keeping a promise.? It is what makes relationships work and it is still the clearest way to cut through the clutter and create a relationship with someone. ?Promise communications is how God communicates and maintains a relationship with us.

Yet in our communications and promoting our ministries, we often make it difficult for people to understand what promise we are making to them.? We tend to talk instead about what we do, or what we provide, without communicating the impact we have in their world because we are extending God?s promise.

Can I Trust You?

Ministry leaders should consider how to uncover a promise that their organization can make.??Establish a platform to create communications that are compelling, differentiating and true and cause relationships to form and strengthen.

Compelling is important because it causes people to act. ?Differentiating is important because it answers the question, ?Why you and not someone else??? True is important so that when people engage with your organization based on?your communication, they find their experience to be in line with the promise made.

It is important that you don?t simply try to describe your promise.? Uncovering the promise requires that you listen to the audiences you serve to hear how they are thinking about you.

A process designed to help ministry organizations communicate their mission from the audience point of view results in the development of a plan for communication of a promise that only you can make ? one that is compelling, differentiating and true.

For example, take a Lutheran school with a 10 percent higher college entrance rate than the public schools in the area.? With no promise communicated, area parents may not be aware that the Lutheran school offers a staff that nurtures a child with the same values that parents desire, where hope encourages the child to live their faith with love to help students flourish.? Also, what?about promises of future success that will allow these children to fulfil God?s promise through service?

There?s Power in Promise for Relationships

A strong promise will move people toward action and help them have greater confidence in their investment and partnership.? It will result in an increased response from audience groups and a focused strategy for operational action centered on the key relationship strengths of the organization.

The process to ?Uncover the Promise? is one that, when introduced, can help your organization discover the most powerful keys to communicate and the focus that your ministry messages, relationships and strategies will resonate with as you learn to build consistency and clarity on the experience of your promise by others.

Your mission tells them what you will be and do for others.? The promise communicates the impact your will have in their world.? It is the ?so what? factor that people are ultimately seeking.

(AP) ? Widespread flooding that killed at least 11 people, battered a million others and paralyzed the Philippine capital began to ease Wednesday as cleanup and rescue efforts focused on a large number of distressed residents, some still marooned on their roofs.

Government forecasters said the monsoon rains that overflowed major dams and rivers in Manila and surrounding provinces would gradually abate and lead to sunny weather on Thursday after 12 days of relentless downpours.

The deluge was the worst since 2009, when hundreds died in rampaging flash floods.

"We're still on a rescue mode," said Benito Ramos, who heads the government's main disaster-response agency. "Floods are receding in many areas but people are still trapped on their roofs."

Ramos said the massive flooding turned half of Manila into "a water world" on Monday evening and into Tuesday. Eleven died, including nine in a landslide in Quezon City, a Manila suburb, while 1.2 million people were affected. They included 783,000 who fled from their inundated homes in two days of intense rains and flooding that started late Sunday.

Rescue efforts shifted into high gear Wednesday, with more than 130 emergency crews from two provinces reaching the capital city of 12 million people to help their overwhelmed teams, including police and army troops.

Manila was drenched with more than half of a month's worth of rain in just 24 hours. A storm off eastern China that intensified the southwest monsoon moved away and the weather started improving Wednesday, according to government forecaster Glaiza Escullar.

"We may see the sun tomorrow," Escullar said.

TV footage showed rescuers dangling on ropes to bring children and other residents to safety from flooded houses across the city. Many residents trapped in their homes called radio and TV stations desperately asking for help.

"We need to be rescued," Josephine Cruz told DZMM radio as water rose around her house in Quezon City, saying she was trapped in her two-story house with 11 other people, including her 83-year-old mother. "We can't get out because the floodwaters are now higher than people."

ABC-CBN TV network reported receiving frantic calls from people whose relatives were trapped in the deluge, many without food since Tuesday morning. They included a pregnant woman with a baby who wanted to be rescued from a roof and about 55 people who scrambled to the third floor of a Quezon City house as water rose below them.

Vehicles and even heavy trucks struggled to navigate water-clogged roads, where hundreds of thousands of commuters were stranded. Many cars were stuck in the muddy waters.

The government suspended work and classes Tuesday but offices opened Wednesday. Traffic was still light as workers began cleaning roads from debris, heaps and trash and fallen trees.

In 2009, massive flooding spawned by a typhoon devastated Manila and surrounding areas, killing hundreds. The state weather bureau said that the current flooding was not as severe.

Chicken or coffee? When companies get political

Today, an American branding war is being waged: chicken vs. coffee, waffle fries vs. skinny lattes.

It's Chick-fil-A vs. Starbucks -? although neither company is openly participating.

Based on recent social stands taken by their corporate leaders ? including Chick-fil-A CEO Dan Cathy?s public support for traditional marriage ? the two companies are on the front lines of a battle between two distinct groups of consumers: supporters and opponents of same-sex marriage.

An organized campaign ? not sponsored by Starbucks ? sent gay-marriage backers into Starbucks stores across the nation Tuesday. Many posted photos of purchased beverages, along with pro-cause comments, on a Facebook page called National Marriage Equality Day. Images there include one photo showing a Starbucks cup in the foreground, tagged as ?equality,? with a Chick-fil-A sign in the background, tagged ?discrimination.?

?I just thought, today, it was kind of a nice thing to support Starbucks, to give back to a company that supports equality and gay marriage,? said Kacee Hayes, who snapped the image after making her purchase at Atlanta Starbucks. Last month, she married her partner, Suzanne Salak-Hayes.

Indeed, even though many consumer-facing companies try to avoiding political controversy, the business landscape is becoming crowded with companies ?picking a lane? amid cultural debates, either doing it quietly or with some fanfare.

Seattle-based Starbucks made its move in January, when it joined several other Pacific Northwest companies in supporting marriage equality legislation in Washington State. Starbucks took the position, said company spokesman Zack Hutson, ?through the lens of humanity and our commitment to embracing diversity.?

?Starbucks has many constituents and, from time to time, we will make decisions that are consistent with our values and heritage but may be inconsistent with the views of a particular group," Hutson said.

Is it smart business for companies to choose sides on a divisive social or political issue? Don?t such overt decisions alienate broad segments of the public or, maybe, even taint the brand for some buyers?

?Brands are about the business, so I always say, don?t get distracted to your left or your right,? said Rob Frankel, a Los Angeles-based branding expert who calls "cause marketing" a gimmick.

?Because ad agencies, PR agencies, and (internal) marketing departments have no idea what to do with their company, they look for these gimmicks,? said Frankel, who has consulted with Disney and Burger King. ?And very often political, philanthropic, social things become the darlings because these people can?t come up with any other idea to promote the actual business.?

But fellow branding expert Karen Post argues the opposite. Because today?s brands are less contrived and ?more human,? she said, it?s wise for a company to look at its core values, take stock of current social issues then ?pick a lane.?

Top Talkers: The fast-food chicken chain Chick-fil-A has found itself at the center of an ideological battle due to comments made by chain president, Dan Cathy, regarding his beliefs on same-sex marriage. The Morning Joe panel discusses Cathy's comments, why they should come as no surprise and why protesters and Cathy both have a right to free speech.

?It?s important for brands to be authentic,? said Post, who said she has advised Johnson & Johnson, Bank of America and Pepsi, among others.

?Whether you agree with what (Chick-Fil-A CEO Cathy) said or not, he wasn?t hateful about it. He just said this was what he thinks. But his organization welcomes all people. And if you look at their sales the day they had their 'Appreciation Day' (Aug. 2). they had an all-time best sales day. So it kind of worked in their favor.?

The Minneapolis-based retail giant donated $150,000 to a Minnesota GOP gubernatorial candidate who opposes gay marriage. In an email, Chief Executive Officer Gregg Steinhafel later assured employees at Target headquarters that the company?s support for the gay community is "unwavering."

The retail chain used an ad for Father's Day that featured a gay Texas couple and their two children.?The company also uses openly gay?talk show host Ellen Degeneres as a spokeswoman, which has angered some conservative groups.

Citi?
The financial giant is listed as a ?Platinum Sponsor? for the Human Rights Campaign, which works ?for Lesbian, Gay, Bisexual and Transgender Equal Rights,? according to its website.

Amazon
Founder Jeff Bezos and his wife, MacKenzie Bezos, recently made a $2.5 million donation to the advocacy coalition, which supports same-sex marriage in the state of Washington.?

JTM Food Group?
The company delivers prepackaged meals to schools, restaurants as well as to the military and government organizations. Trucks used to make those deliveries carry pro-life mottos and photos of babies.

Virgin Atlantic Airways?
Owner Richard Branson teamed up with a condom company to distribute 100,000 free condoms to clinics in South Africa to help slow the HIV epidemic.

Curves?
Gary Heavin, founder of women-only fitness chain, has written checks to outfits promoting abstinence-only programs for teens. Heavin also withdrew his funding of the Susan G. Komen Breast Cancer Foundation and its Race for the Cure?because the foundation supports Planned Parenthood.

Ben & Jerry?s ?
The Vermont ice cream maker is known for its support of liberal causes, even though it is now owned by consumer-products giant Unilever. The Ben & Jerry's website?expresses ?our deepest admiration to all of you who have initiated the non-violent Occupy Wall Street Movement and to those around the country who have joined in solidarity.?

Frankel says Ben & Jerry's outspoken political views are a "huge, huge mistake.?

?What do I advise companies? I can give you one fundamental: Stick to your knittin?,? he said.

?These guys are absolutely shooting from the hip," Frankel said, referring to cause marketers in general. "They have no long-term brand plan and that?s why they essentially resemble anything out of the Three Stooges than anything else.?

Post disagrees. ?Controversy and scandal often does generate priceless publicity suddenly on companies that have been on the down low," she said.

"Besides, anyone is living in la-la land if they think they can please every consumer on every given day. And today, because we have so many different channels and real-time media technology, the volume of these conversations is so much louder.

?As long as you?ve done your homework and your math and you know the group you are supporting is big enough to support your business, it is OK to choose a cause and build your essence around that.?

People praise its openness and don't be evil mantra and that the company is just SO good. And then you know what happens when that actual Google product comes out? No one cares.
