North Korea rejects South's call for talks on industrial zone

SEOUL (Reuters) - North Korea rejected on Friday a South Korean proposal for talks aimed at restarting a joint factory zone saying the South has acted in an "unpardonable" manner to jeopardize a "precious" legacy of the rivals' bid to seek peace.

The North's National Defense Commission, its supreme leadership body, repeated that what it saw as the reckless behavior of the South had thrown into question the safety of the zone's operation and had forced it to stop access there.

The Kaesong industrial zone is just inside North Korea.

"If the South's puppet regime turns a blind eye to reality and continues to pursue a worsening of the situation, we will be forced to take a final and decisive important measure," a spokesman for the commission was quoted as saying.

The Kaesong industrial zone opened in 2004 as part of a so-called sunshine policy of engagement and optimism between the two Koreas, still technically at war after their 1950-53 war conflict ended in a truce, not a treaty.

About 53,000 North Koreans worked at the complex where 123 South Korean companies have set up small- and medium-sized factories.

The zone was a lucrative source of cash for the impoverished North, providing it with almost $90 million a year. South Korean manufacturers have been paying about $130 a month to North Korea for each of the workers they employed.

The North withdrew its workers this month amid spiraling tension between the two Koreas. North Korea said the United States and the South were to blame because of what it sees as threatening U.S. and South Korean military exercises.

On Thursday, South Korea proposed formal talks between the governments as the 170 or so South Korean workers who remain there are believed to be running out of food and other supplies. It had demanded an answer from the North by Friday.

North Korea has prevented South Korean workers and supplies from getting in to the zone since April 3.

The number of South Koreans in the zone has dwindled from the 700 or so normally needed to keep the factories running to about 170, seen as the minimum number needed to safeguard assets at the 1 trillion won ($894.73 million) park.

North Korea stepped up defiance of U.N. Security Council resolutions in December when it launched a rocket that it said had put a scientific satellite into orbit. Critics said the launch was aimed at developing technology to deliver a nuclear warhead mounted on a long-range missile.

The North followed that in February with its third test of a nuclear weapon. That brought new U.N. sanctions which in turn led to a dramatic intensification of North Korea's threats of nuclear strikes against South Korea and the United States. (Reporting by Jack Kim; Editing by Robert Birsel)

Gold tumbles as China data hits commodities, stocks

NEW YORK (Reuters) - Gold slumped anew on Monday, racking up its worst two-day loss in 30 years, and investors dumped stocks and other commodities after weaker-than-expected Chinese data raised concerns about the global economic outlook.

Gold dragged other metals lower as its price plunged to a more than two-year low. Oil fell towards $100 a barrel, while Wall Street stocks were down more than half a percent.

Spot gold dropped as much as 8 percent on Monday alone, accelerating losses in the late morning to hit a low of $1,356.85 an ounce. In the last two sessions gold has fallen nearly 13 percent, making for the worst two days since late February 1983.

Gold was recently at $1,363.51, down 7.8 percent. Strategists have cited various reasons for gold's decline, including official selling from central banks and the already sharp correction that has caused short-term investors to flee the asset.

"The mass liquidation in gold is feeding on itself and pushing prices of the yellow metal, possibly well below speculators' entry points. It is rolling over across the entire commodity complex as is typical with any period of liquidation," said Andrew Wilkinson, chief economic strategist at Miller Tabak & Co.

China's recovery unexpectedly stumbled in the first three months of 2013, as it reported its annual growth rate eased to 7.7 percent from 7.9 percent in the final quarter of last year. Economists had forecast 8 percent growth.

Industrial output in China in March also undershot expectations and added to investor sensitivity after recent disappointing economic data out of the United States.

A U.S. regional manufacturing report on Monday showed the pace of growth slowed, the latest data to suggest the world's biggest economy lost some steam heading into the second quarter.

"The growth numbers out of China are absolutely crucial for commodities and the numbers that came out are significantly worse than people were expecting," said Nic Brown, head of commodities research at Natixis in London.

"China makes up 40 percent of demand for base metals and all the growth in demand for oil is coming from the developing world, so to see weakness in China is bad for commodities generally."

Last week Cyprus revealed it would sell around 400 million euros worth of gold to help plug its finances and the move has sparked suggestions that larger countries in the region could use the move to cash in on some huge jumps gold has seen over the last decade.

Traders also cited concern that the Federal Reserve might reduce U.S. monetary stimulus towards the end of the year.

"We are entering a phase of additional long liquidation by ETF investors and short-selling from hedge funds, which will continue in the foreseeable future," Saxo Bank senior manager Ole Hansen said.

Brent crude futures dropped more than $2 to $100.27 as the disappointment stirred the already-festering global recovery concerns. U.S. crude lost more than $3 to $88.15.

U.S. stocks also fell for the second straight session, weighed by the disappointing data both domestically and abroad.

"None of the economic data has been very good for the last couple of weeks. When you look at the whole scope of data, it looks like we have been going into a slowdown here," said Paul Mendelsohn, chief investment strategist at Windham Financial Services in Charlotte, Vermont.

"I wouldn't say this is over yet, but there are enough indicators out there to really indicate that investors should approach this market with a degree of caution which doesn't seem to exist right now."

The Dow Jones industrial average <.dji> dropped 86.82 points, or 0.58 percent, to 14,778.24. The Standard & Poor's 500 Index <.spx> fell 11.92 points, or 0.75 percent, to 1,576.93. The Nasdaq Composite Index <.ixic> gave up 27.18 points, or 0.82 percent, at 3,267.77.

The FTSEurofirst 300 <.fteu3> was down 0.7 percent and MSCI's world share index <.miwd00000pus>, which tracks stocks in 45 countries, lost 0.9 percent.

The yen rose as traders sold riskier investments funded by the cheap Japanese currency. The dollar fell 0.5 percent to 97.93 yen, having dropped as low as 97.57 yen on Reuters data in Asian trade. It has retreated from a four-year high of 99.94 yen on Thursday, and hefty resistance is expected at 100 yen.

The euro fell 0.6 percent to 128.22 yen, its lowest in a week and down for a second straight day. Last week, the euro touched 131.11 yen, its strongest since January 2010.

Between word that Explorer Editions are being produced, a reveal of spec details and documentation for the Mirror API being published, it's been a busy night for Google Glass announcements. Now, Mountain View has pushed up the Android companion app for the spectacles, dubbed MyGlass, to Google Play. Sure, you can download it on any device toting Android 4.0.3 or higher, but Page and Co. say, "If you don't have Glass, then downloading this will be a waste of time." In addition to the application, the search behemoth has published a webpage for those setting up their eyewear for the first time. Just like that, we have a new leader at the Masters.

Brandt Snedeker and Angel Cabrera, playing in the final group, knocked back-to-back shots into the creek at No. 13.

The miscue was particularly damaging to Cabrera, who was leading the tournament by a stroke. About the time he was hitting his fourth shot from the drop area, Jason Day rolled in a birdie putt at the 14th. When Cabrera made bogey, Day claimed the lead at 8 under.

Cabrera and Adam Scott are one shot behind, and keep an eye on Tiger Woods. He's making a late charge.

THUNDERBEAR

There are some great nicknames on display at the Masters.

The leader, Angel Cabrera, is known as "El Pato" (The Duck). Then there's Thorbjorn Olesen of Denmark, whose name translates to "Thunderbear."

Olesen's first name is Jacob but he switched to using one of his middle names because it's more unique. He's creating quite a bit of noise in the final round at Augusta National, 5 under on the day with one hole to play.

It might not be quite enough. Olesen is three strokes behind Cabrera.

MAKING THE TURN

Angel Cabrera is halfway to his second green jacket.

The 43-year-old from Argentina made the turn at 9 under and holding a two-stroke lead over his playing partner in the final group, Brandt Snedeker.

Cabrera was steadier than any of the leaders on the front side, making two birdies and seven pars. He won the Masters in 2009.

THE DUCK

There's been a steady rain since the leaders teed off at the Masters.

That's got to be a good sign for the guy nicknamed "The Duck."

Angel "El Pato" Cabrera has built a two-stroke lead with steady play over the first seven holes ? two birdies, five pars, and a 9-under total. Jason Day is at 7 under, while Adam Scott and Brandt Snedeker are another shot back.

LINDSEY'S EX

While Olympic ski champion Lindsey Vonn is cheering on Tiger Woods again at the Masters, her ex has been on Twitter delivering a shot at the new couple.

Woods was penalized two strokes on Saturday for an improper drop in the second round, hurting his chances to win a fifth green jacket. The problem started when a television viewer called in to question whether Woods had followed the rules.

Thomas Vonn tweeted, "No problem Masters tournament happy to call in and help. You always have to keep an eye on those cheaters." He added a smiley face to his comment.

Somehow, we get the feeling that neither Tiger nor Lindsey is smiling.

TIGER TUMBLES

Tiger Woods has never come from behind to win any of his 14 major titles. There's no sign of a breakthrough at the Masters.

While others are charging up the leaderboard, Woods is plodding along with a shaky putter. He started with four straight pars before a three-putt bogey at the fifth knocked him back to 2 under. He followed with a bogey on No. 7 ? falling a daunting seven strokes off the lead.

Looks like it's time to start looking ahead to the U.S. Open in June, Woods' next chance to draw closer to Jack Nicklaus' record of 18 major titles.

ANOTHER 10!

This time No. 12 got Bubba Watson. Last year's Masters champion put up the second 10 of the day on the hole called Golden Bell. Earlier Sunday, Kevin Na had a 10 on the Par 3, 155-yard picturesque hole that showed how treacherous it can be with Rae's Creek in the front and three bunkers, one in front and two in the rear, surrounding it.

EXPERIENCE MATERS

Experience sure matters at Augusta National. Fifty-five-year-old Bernhard Langer is contending at the Masters after starting the final round with three straight birdies. The two-time winner has pushed his score to 5 under, three strokes behind co-leaders Brandt Snedeker and Jason Day.

G'DAY!

A G'Day so far. Australian Jason Day is off to quite a start at the Masters, surging to a share of the lead on the first two holes. He made a birdie at No. 1 and an eagle at No. 2, where he holed a shot out of the front bunker. Day is now at 8 under and tied with Brandt Snedeker, who also birdied the first hole. Snedeker is playing in the final group with 2009 Masters champion Angel Cabrera.

LOW SCORES

We're seeing some low scores among the early finishers, perhaps an indication that the greens aren't as tough as usual on an overcast day. Michael Thompson shot a 5-under 67, Ryan Moore and Ryo Ishikawa posted 68s, and Keegan Bradley turned in a 69 ? 13 shots better than the day before. Get ready: It could be quite a shootout among the leaders.

MISERABLE MICKELSON

It was a forgettable Masters for Lefty. Phil Mickelson closed a tough week with 1-over 73 in the final round. That leaves him at 9-over 297 ? his second-worst score in the 20 times he's made the Masters cut. The only year he went higher was in 2007, when Mickelson shot a 299 in much tougher conditions.

BACK TO SCHOOL

It's back to homework for 14-year-old Guan Tianlang. After closing with a 75 for a 12-over total at the Masters, Guan says he's got some studying to do, including math, science, history and English. As for his first Augusta experience, he says "the whole week was great for me. I really enjoyed it and had fun."

Change is scary. Change is exhilarating. Change is hard. It's going to be a huge month for iMore and Mobile Nations, and a lot of that involves change, growth, and our continual drive to reach for more.

Today we announced that Peter Cohen is joining the team starting April 22. When we changed our site name to iMore, it was with full knowledge that Apple was bringing iOS "back to the Mac", and that iMore could just as easily cover iMac as iPhone and iPad. We simply lacked the capacity to do it the way it needed to be done. Likewise, gaming. Apple splits apps and games into two for a reason, but with limited time and a seemingly unlimited amount of software to deal with, we haven't been doing the job for you we've wanted to do. Until now.

Peter's going to be doing a lot more for iMore, to be sure, but getting our Mac and gaming content is one of the things I'm looking forward to most. We started as a phone site. We grew into tablets and set top boxes. Now we're focusing on the whole Apple, from palm-top to desktop to cloud and beyond.

We'll be bringing a few more people on board over the next few months, all of them to help us better do the one thing we're all here to do -- delight our readers. And I'm thrilled about that.

I'm also thrilled with the current iMore show. I get to spend an hour talking with the best and brightest in the business, and bring you what I think is some of the best Apple content on iTunes. Ryan Block, MG Siegler, Clayton Morris, Jim Dalrymple, Arnold Kim, Seth Weintraub, Brian Klug, Dieter Bohn, David Chartier, and the recent guest list goes on and on...

But it's not exactly your typical Mobile Nations show. Unlike the Android Central and Windows Phone Central shows, and the CrackBerry show when Kevin deigns to do it, we're not covering the community the way we should. We're not addressing all the latest news, especially the latest apps and accessories. Worst of all, we're not properly involving the fantastic chatroom or answering the questions you fantastic folks keep sending in.

Hawaii land board approves Thirty Meter Telescope

HONOLULU (AP) ? A plan by California and Canadian universities to build the world's largest telescope at the summit of Hawaii's Mauna Kea volcano won approval from the state Board of Land and Natural Resources on Friday.

The decision clears the way for the group managing the Thirty Meter Telescope project to negotiate a sublease for land with the University of Hawaii.

The telescope would be able to observe planets that orbit stars other than the sun and enable astronomers to watch new planets and stars being formed. It should also help scientists see some 13 billion light years away for a glimpse into the early years of the universe.

Construction costs are expected to top $1 billion.

The telescope's segmented primary mirror, which is nearly 100 feet (30 meters) long, will give it nine times the collecting area of the largest optical telescopes in use today. Its images will also be three times sharper.

But the telescope may not hold the world's largest title for long. A group of European countries plans to build the European Extremely Large Telescope, which will have a 138-foot (42-meter)-long mirror.

Some Native Hawaiian groups had petitioned against the project, arguing it would defile the mountain's sacred summit.

Native Hawaiian tradition holds that high altitudes are sacred and are a gateway to heaven. In the past, only high chiefs and priests were allowed at Mauna Kea's summit. The mountain is home to one confirmed burial site and perhaps four more.

Environmentalists also petitioned to stop the telescope on the grounds it would harm habitat for the rare wekiu bug.

The board approved the project anyway, but imposed two dozen conditions including a requirement that employees be trained in culture and natural resources.

The University of California system, the California Institute of Technology and the Association of Canadian Universities for Research in Astronomy are spearheading the telescope. China, India and Japan have signed on to be partners.

The University of Hawaii is involved because it leases the summit land from the state of Hawaii.

Mauna Kea's peak already hosts about a dozen telescopes.

The dormant volcano is popular with astronomers because its summit is well above the clouds at 13,796 feet, offering a clear view of the sky above for 300 days a year.

The state's isolated location in the middle of the Pacific Ocean also means the area is relatively free of air pollution. Few cities on the Big Island mean there aren't a lot of man-made lights around to disrupt observations.

Pact is reached on immigration reform for farm labor

WASHINGTON (Reuters) - U.S. growers, the United Farm Workers union and key senators agreed in principle on immigration reform for farm laborers, a grower coalition said on Friday, assuring the issue will be part of a comprehensive immigration bill to be unveiled next week.

The agreement calls creation of a new guest worker program to replace the current H-2A program and legal status for farm workers who entered the United States illegally.

Officials said they would work over the weekend to flesh out the agreement. The Agriculture Workforce Coalition, representing a dozen U.S. farm groups, said the agreement was a step toward assuring a legal workforce on U.S. farms and ranches.

Many of the 1.5 million agricultural workers, perhaps 500,000-900,000 in all, are believed to be undocumented aliens. Farmers, ranchers and nursery operators say the immigrant workers are vital because it is difficult to recruit Americans for the low-paying, often back-breaking labor such as picking fruit or daily care of livestock.

Immigration reform has two major components for agriculture - assuring a workforce in the short-term and a long-term plan for foreign workers filling U.S. jobs.

Farm workers in the country illegally who agree to work in agriculture for an additional five to seven years would become eligible for a "green card" allowing permanent U.S. residence, according to two officials. The workers hold legal status, dubbed a "blue card" by negotiators, during the interim.

The new guest worker program would include a system for setting pay scales and initially would have a high ceiling for the number of visas that could be granted. After five years, the cap could be adjusted by the Agriculture Department. There would be a mechanism for meeting emergency needs for workers.

A wage base would be set for six occupational categories with a mechanism to adjust wages annually. The four major job categories would be crop workers, livestock workers, sorters and graders who work in packing houses, and equipment operators.

"For many farmers across the country, finding a sufficient number of workers to harvest crops or care for animals is the biggest challenge they face in running their businesses," said the grower coalition. "There is a shortage of U.S. workers willing and able to perform farm work."

Growers say the H-2A program is unwieldy to use, takes too long to recruit a sufficient number of workers and sets wages above the rural average. The United Farm Workers warned against setting wages so low they undercut other jobs and are too paltry to support a family.

When the "gang of eight" senators began work in January, they said agricultural workers should be treated differently than laborers in other sectors because of the importance of a safe and reliable food supply.

A week after the Marlins shocked everyone by announcing his callup, 20-year-old Jose Fernandez allowed one run in five innings and struck out eight Mets in his major league debut Sunday.

Fernandez, regarded as one of the game?s top five pitching prospects, was expected to spend the bulk of the season in the minors. In fact, he made just one two-inning appearance for the Marlins this spring before being sent down. The team, though, had a change of heart when both Henderson Alvarez and Nathan Eovaldi came down with sore shoulder at the end of the spring.

Fernandez allowed three hits and walked one before leaving with a 3-1 lead today. He threw 80 pitches, 53 of them for strikes, and topped out at 97 mph on the gun. He became the 22nd pitcher since 2000 to strike out at least eight batters in his major league debut. Matt Harvey (11) and Collin McHugh (nine) of the Mets were the only two to do it last year.

The Marlins are planning on limiting Fernandez to 150-170 innings this season, so five- and six-inning starts will be the norm for him.

Venezuela's Capriles: Maduro won't last

MARACAY, Venezuela (AP) ? Venezuela's opposition presidential candidate says he'll cut off subsidized oil to Cuba, distance his country from nations that disrespect human rights and shore up the South American country's own troubled economy with the billions it now sends abroad to socialist friends.

Henrique Capriles also told The Associated Press in an interview that he will seek better ties with Washington ? always strained under the late President Hugo Chavez ? but will demand respect from U.S. leaders, who he says have neglected Latin America.

And the challenger predicted more tough times ahead for oil-rich Venezuela if acting president and ruling party candidate Nicolas Maduro wins the April 14 election. He called Maduro incapable of governing this polarized nation and said its wealth of economic problems ultimate would force Maduro to resign or be forced out.

"Whatever the outcome, I don't see how Nicolas Maduro has the capacity to stay for an extended time in government," Capriles asserted after staging a rock-star-like rally late Thursday in the central coast city of Maracay, traditionally a Chavista stronghold.

"He will have to resign, abandon (the presidency) if he's able to win," Capriles said.

He did not elaborate on what would come, but in the back of many Venezuelans' minds is the unrest and violence that accompanied a brief 2002 coup against Chavez and a prolonged, opposition-led general strike against Chavez in 2003-2004.

Capriles, governor of Venezuela's most populous state, is waging a desperate campaign to unseat Maduro, who was foreign minister and vice president to Chavez and became acting president before Chavez died March 5 of cancer. Capriles lost to Chavez in an October election, but again is cross-crossing the country to rally supporters.

The abbreviated campaign has been marked by personal insults as Capriles insists Maduro is no Chavez, still beloved by millions. Capriles has tried to reassure voters he won't take away their state social programs while promising to address high crime, high inflation, nagging food shortages and recurring power outages.

Maduro's campaign strategy is to incessantly invoke Chavez, who tapped Maduro as his successor. He warns voters their social programs are at risk if Capriles wins, accuses foes of conspiring to destabilize the country and promotes his ties to an armed forces politicized by Chavez.

Exactly one month to the minute after Chavez's death, Maduro, members of Chavez's family and government officials paid tribute to the late president at the Caracas army barracks that hosts Chavez's tomb. Cannon shots were fired and taps played, followed by a remembrance mass.

Capriles previously had announced he had spoken with commanders he didn't identify about possible Cabinet posts. On Thursday, he said he believed most of Venezuela's 200,000 soldiers don't support Defense Minister Diego Molero's public endorsement of Maduro, an endorsement that violated Venezuelan laws that mandate the military's impartiality.

Capriles vowed to stop financing other nations with cheap oil and to redirect Venezuela's oil riches toward solving its own poverty. One of his first acts as president, he said, would be to expel Cuban military advisers from Venezuela's armed forces.

"We are giving to the Castro brothers' government ... nearly $4 billion a year," he said. "Because of that, the Castros love the possibility that this government remains."

The government stresses that in exchange for oil, Cuba has dispatched thousands of doctors and nurses who provide free medical attention in poverty-stricken areas that historically lacked services. Capriles has said previously he'd send the doctors home.

Capriles said he'd quickly chill ties with Iran and Syria that Chavez boosted.

"We have to take a look at the affinity we have toward Iran, beyond our shared interest as oil producers. There is none," he said. "With the Syrian government, there is none."

Venezuela has sent several shipments of diesel fuel to Syria's embattled regime.

"My political orientation is for democracy, not these authoritarian governments where human rights are trampled upon," Capriles declared.

The candidate said he wants better relations with Washington, but on an equal footing. Chavez frequently accused the United States of trying to unseat him, and Maduro has suggested it somehow injected Chavez with cancer.

Washington briefly embraced Chavez's ouster in the 2002 coup. The two countries haven't exchanged ambassadors since 2010. In March, Washington expelled two Venezuelan diplomats after Caracas expelled two U.S. military attaches for allegedly trying to turn Venezuelan soldiers against their government.

"I believe the United States has been erratic in its relationship with Latin America. It's made mistakes," Capriles said.

"I had big expectations of President Obama, that Obama was going to reach out to the South," he said. "The United States doesn't take into account the South's importance, and it must change the way it relates" to Latin America.

"We sell oil to the United States and we buy products from the United States," Capriles continued. "These are the huge contradictions of this (Maduro) government ? it talks and it talks, yet it even imports gasoline from the United States."

Capriles blamed Maduro, as interim president, for a devaluation of Venezuela currency that weakened citizens' buying power. He also blamed Maduro, and Chavez before him, for frequent power outages, 23 percent inflation and rampant crime.

Capriles dismissed some polls that suggest Maduro, bolstered by enduring empathy for Chavez and a massive state elections machine, will win handily.

"Of course I can win," he said. "The act of voting is a rational, and emotional, act. I feel that that emotion is on this side. Maduro lacks charisma and leadership, he said.

As for Chavez' popularity rubbing off on his hand-picked successor, Capriles said "I don't believe in hereditary leadership."

Capriles' own charisma was on full display at a boisterous rally in Maracay's central boulevard before the AP interview ? a 10-block display of passion among thousands that nearly resulted in disaster.

Whipped up into a near-frenzy by speaker after speaker over a waiting period of three hours, mobs pushed through successive security barriers until, by the time Capriles launched into his stump speech, dozens were crushed against a fence, struggling to breathe, the old and young alike crying and pleading for help.

Several people climbed building railings to escape the crush. Capriles' security detail pulled people from the crush. Crying children were separated from their parents; emergency personnel administered oxygen to a man prone on the ground. Dozens were taken for medical treatment.

When it was over, one of Capriles' aides found a wedding ring on the ground. She shook her head.
