4 die in midair collision of glider, airplane in British Columbia

A sailplane and a Cessna 150 collided in midair near Pemberton, British Columbia, on Saturday killing four people, Canadian authorities said. About the same time, a glider crash near San Diego left two people dead.

The accident in Pemberton, about 100 miles north of Vancouver, occurred at midday, said Navy Lt. Greg Menzies, public affairs officer for the Joint Rescue Coordination Center Victoria.

Rescuers sent to the scene found debris and determined that two people aboard the glider and two in the Cessna 150 had been killed, Menzies said. He said the identities of the victims had not been released pending notificiation of next of kin. A dog also died in the collision, but it was unclear which aircraft it had been aboard, the Province reported.


The crash occurred?above Nairn Falls Provincial Park, which was full of campers, but no one on the ground was hurt, authorities said.?An image on CTV?s website showed aircraft debris in heavy timber.?Menzies said the crash would be investigated by Canada?s Transportation Safety Board.

The Allstar PZL glider was registered to the Associated Glider Clubs of Southern California, according to the FAA. Details of the incident were not immediately available.

The clubs' website says the group was set to fly in Jacumba all weekend, NBCSanDiego.com reported. A photo of the glider that crashed is shown?in an earlier flight.

(AP) ? President Barack Obama paid personal respects Saturday to relatives of ailing anti-apartheid icon Nelson Mandela and encouraged leaders in Africa and around the world to follow the former South African president's example of country before self.

"We as leaders occupy these spaces temporarily and we don't get so deluded that we think the fate of our country doesn't depend on how long we stay in office," Obama told reporters shortly before a private, half-hour meeting with Mandela's family.

Obama spoke at a news conference with South African President Jacob Zuma in the midst of a weeklong tour of the continent that also included stops in Senegal and Tanzania, two nations where there has been progress toward democratic governance. But many other nations on the African continent are embroiled in religious, sectarian and other conflicts.

Obama decided to avoid stopping in his father's home nation of Kenya because of international disputes there. The International Criminal Court is prosecuting Kenyan President Uhuru Kenyatta for crimes against humanity, including murder, deportation, rape, persecution and inhumane acts allegedly committed by his supporters in the violent aftermath of Kenya's 2007 elections.

"The timing was not right for me as the president of the United States to be visiting Kenya when those issues are still being worked on, and hopefully at some point resolved," Obama said. He noted he's visited Kenya several times previously and expects he will in the future as well.

Obama and Zuma appeared at the Union Buildings that house government offices and were the site of Mandela's 1994 inauguration as the country's first black president after 27 years behind bars for his activism.

The 94-year-old Mandela has been in a nearby hospital for three weeks after being admitted with a lung infection. Zuma told reporters that Mandela is in critical but stable condition. The White House said that in accordance with the family's wishes, Obama was not planning to see the man he has called a personal hero and revered Saturday as "one of the greatest people in history."

But Obama did meet with two of Mandela's daughters and eight of his grandchildren at the Nelson Mandela Centre of Memory, part of the former president's foundation. Obama said he told the family he hopes Mandela draws comfort from the time he's spending with loved ones.

"I also reaffirmed the profound impact that his legacy has had in building a free South Africa, and in inspiring people around the world ? including me," Obama said in a statement after the visit. "That's a legacy that we must all honor in our own lives."

Obama also spoke by telephone with Graca Machel, Mandela's wife, while she stayed at his bedside in the hospital. Machel said she drew strength from the call and that Obama added a characteristic "touch of personal warmth."

"I am humbled by their comfort and messages of strength and inspiration, which I have already conveyed" to Mandela, she said.

Zuma told Obama he and Mandela are "bound by history as the first black presidents of your respective countries."

"Thus, you both carry the dreams of millions of people in Africa and in the diaspora who were previously oppressed," Zuma said at their news conference, reading from a prepared statement.

On other topics, Obama declined to commit to supporting South Africa's bid for a permanent seat on the United Nations Security Council. He said the U.N.'s structure needs to be updated and it would be "odd" for an expanded Security Council not to have African representation.

"How we do that and what fashion is complicated, it's difficult and it involves all kinds of politics," Obama said.

"Everybody wants a seat at the table, but when it comes time to step up and show responsibility, sometimes people want to be free-riders," Obama said, adding he wasn't referring to South Africa specifically.

Obama also said he wants to boost trade with Africa and plans to renegotiate an African trade pact to improve it for American businesses. He said he welcomes competition from other nations who have been aggressive in pursuing commercial opportunities in Africa, including China.

"I don't feel threatened by it. I think it's a good thing," he said. He added: "Our only advice is make sure it's a good deal for Africa." He said that includes making sure foreign investment employs Africans and doesn't tolerate corruption or take its natural resources without compensation for Africans.

Obama also paid tribute to South Africa's fight against apartheid by visiting the Soweto area Saturday afternoon for a town hall with students at the University of Johannesburg. At least 176 young people were killed in Soweto township 27 years ago this month during a youth protest against the apartheid regime's ban against teaching local Bantu languages. The Soweto Uprising catalyzed international support against apartheid, and June is now recognized as Youth Month in South Africa.

Obama announced the formation of the Washington Fellowship for Young African Leaders, which beginning next year will bring more than 500 25- to 35-year-olds to the United States to train them for civic and business leadership. The fellows will spend six weeks on U.S. campuses for instruction, mentoring and internships, as well as attend a summit with Obama.

The White House says fellowship partners will provide career options when they return home, and the fellows will become part of an alumni network that will offer future opportunities. Obama told his audience ? including people from Kenya, Nigeria, and Uganda participating by videoconference ? that the continent has a brighter future. Invoking a refrain from his own presidential campaign, Obama praised young Africans for having a "yes we can attitude."

About 150 protesters from a range of trade unions and civil society groups demonstrated outside the university ahead of Obama's arrival, but police fired warning shots and cleared the streets by the time of the town hall. Some had dressed in orange coveralls to protest the Guantanamo Bay prison and other held signs depicting Obama with an Adolf Hitler moustache.

"People died in Libya. People are still dying in Syria," said 54-year-old Ramasimong Tsokolibane. "In Egypt, in Afghanistan in Pakistan drones are still killing people. So that's why we are calling him a Hitler. He's a killer."

Obama wraps up his South Africa stay Sunday, when he plans to give a sweeping speech on U.S.-Africa policy at the University of Cape Town and take his family to Robben Island to tour the prison where Mandela spent 18 of his 27 years behind bars.

Obama has visited the island before, but said it's a particular privilege to bring his daughters back to learn its lessons.

United States "not threatened" by China's surge in Africa -Obama

PRETORIA (Reuters) - The United States does not feel threatened by the growth of trade and investment in Africa by China and other emerging powers, U.S. President Barack Obama said on Saturday.

"I don't feel threatened by it. I feel it's a good thing," Obama told a news conference during a visit to South Africa.

He said the more countries invested in Africa the more the world's least developed continent could be integrated into the global economy.

"I want everybody playing in Africa. The more the merrier," Obama said.

Obama is embarked on an eight-day trip through Africa to promote trade and business ties between the United States and the continent.

However, he has had to defend his administration against charges it has lagged its predecessors in the level of engagement with Africa, leaving countries like China to reap the economic benefits of a more aggressive approach.

The president's aides have argued that Obama has had two wars and a deep economic crisis to deal with since he took office in 2009.

Obama has also said that U.S. interactions with Africa have included goals of social and political development, unlike those of China, which he said were more narrowly focused on commercial benefits.

"A lot of people are pleased that China is involved in Africa," he told reporters travelling with him on Friday.

"On the other hand, they recognise that China's primary interest is being able to obtain access for natural resources in Africa to feed the manufacturers in export-driven policies of the Chinese economy."

That relationship makes Africa an exporter of raw materials but does not create jobs in Africa and is not a sustainable model over the long-term, he added.

Sarah Polley's personal "documentary" suffers from one additional emotional beat too many. Otherwise, it's mesmerizing.

Polley interviews her family and acquaintances with remarkable candor and intimacy, perhaps as a method of catharsis, but it never feels like a vanity project or a simple airing of dirty laundry.

Square's website for small businesses takes on e-commerce giants

SAN FRANCISCO (Reuters) - Since 2010, Square Inc's matchbox-sized card readers have steadily supplanted credit card machines in coffee shops and corner stores across the United States.

Now, the company, one of Silicon Valley's most highly valued private firms, is diving into a market as expansive the internet itself.

Square launched a shopping website this week called Square Market to serve as an online storefront and payment processor for small businesses, a move that pits the closely held company, valued at $3.25 billion, against popular e-commerce destinations such as eBay Inc, Amazon.com Inc and Etsy.

After spending years tackling offline transactions with his card reader and in-store software package, Square founder Jack Dorsey sees his online market as the company's capstone product. Mom-and-pop retailers that use Square to accept credit cards and digitally manage inventory can now take their business online as well, he said.

"We want to make every commercial transaction easier," Dorsey told Reuters. "What you're seeing here is the completion of that picture."

Square, which makes money by taking a 2.75 percent cut of every payment it processes, has raised the competitive ante, especially with eBay, the Web bazaar whose PayPal subsidiary is one of the dominant online payment operators.

However, there are countless other competitors in an U.S. online retail market, which is expected to reach $278.9 billion by 2015, according to Forrester Research.

Dorsey conceded that Square Market would be dwarfed by e-commerce companies such eBay and Amazon, at least initially. But in an age of Facebook Inc and Twitter, Square's merchants can now reach millions.

"I don't know if a buyer is thinking: "Should I go to Ebay, or should I go to Etsy, or Square?" Dorsey said. "In the end, it's about what the merchant is selling. If you can present excitement around an item, and that item goes viral, it becomes huge."

Dorsey, the 36-year old entrepreneur who invented Twitter in 2006, wants to seamlessly integrate Square Market with Twitter, Facebook and Pinterest. Because Square keeps credit card information on file, a shopper who clicks on a tweet that links to a Square Market product needs only to click once more to purchase the item.

Merchants who use Square's iPad software to process payments and track sales can quickly upload their inventory for free to a Web page, which automatically displays the products in a grid format.

"Flip a switch and suddenly you're online," Dorsey said.

Unlike Amazon, which was launched in 1995 as a humble bookseller, Square's catalog is decidedly urban-chic. Merchants that have participated so far include a few dozen fashion boutiques, an indie rock band, a bakery in Park Slope, Brooklyn and a purveyor of designer hand axes.

Square Market has also signed up some small service providers, from lawn mowers to massage therapists, said Square product director Ajit Varma.

Rick Oglesby, a mobile payments analyst at AITE Group, said Square could tap into a large market that includes neighborhood bakeries and ice cream parlors with no Web presence. Nearly 67 percent of small businesses do not have an e-commerce presence, Oglesby added, citing his own survey.

"There's a very big opportunity to help these businesses create an online channel for the first time," he said. "This is a neat solution for the small guys."

At a time when the company is facing competitive pressure from all sides, Square is hoping to raise its profile with shoppers, both online and offline, to entice merchants to adopt its service.

"Ultimately, they need to get more consumer eyeballs so that they're more and more attractive to merchants," Oglesby said.

Cory Verellen, the owner of a boutique shop in Seattle that sells and repairs Polaroid cameras, said he keeps an independent website that uses PayPal. He is not ready to abandon his website for Square Market yet, but is pleased it was already sending him new customers as of late Wednesday, the first day it opened.

"Even today, I've had so many people get a hold of me and say: ?I can't believe a store like this exists,'" Verellen said. "So the biggest benefit to me is advertising. Square's building its own small business ecosystem and I think we could be seeing something big."

Russia subs military with civilians at Syrian base

MOSCOW (AP) ? Russia has withdrawn all military personnel from its naval base in Syria and replaced them with civilian workers, the Defense Ministry said Thursday.

The ministry did not say when the switch at the base at Tartus took place or how many personnel were deployed there. The minor facility is Russia's only naval outpost outside the former Soviet Union. It consists of several barracks and depots used to service Russian navy ships in the Mediterranean.

The ministry statement said that Tartus has continued to service the Russian navy ships.

"They are continuing to work in a regular mode, and there is no talk about their evacuation from Tartus," the statement said. "Tartus remains the official base and repair facility for the Russian ships in the Mediterranean and is continuing to fulfill its mission."

The ministry didn't explain why it was replacing military personnel with civilians, but the move could be part of efforts by Moscow to pose as an objective mediator trying to broker Syria peace talks.

Moscow, however, also has an unknown number of military advisers in Syria who help its military operate and maintain Soviet- and Russian-built weapons that make up the core of its arsenals.

Russia has been the main ally of Syrian President Bashar Assad, shielding his regime from the U.N. Security Council's sanctions and continuing to provide it with weapons despite the two-year civil war that has killed more than 93,000 Syrians, according to the U.N. estimates.

The ministry's statement followed reports Wednesday in the Al Hayat newspaper and Russia's business daily Vedomosti, which claimed that Moscow had withdrawn all of its military and civilian personnel from Tartus along with all military advisers.

In Washington, U.S. State Department spokesman Patrick Ventrell refused conjecture about the Russian move, but pointed at the "deteriorating security situation."

"I just can't speculate if that's their reasoning," he added.

Russia announced earlier this month that it will keep a fleet of about dozen navy ships in the Mediterranean, a move seen as an attempt to project power and protect its interests in the region. Russian navy ships have been making regular visits to the Mediterranean in recent months, but the latest announcements by President Vladimir Putin and other officials mark an attempt to revive a Soviet-era practice, when Moscow had a permanent navy presence in the area.

But experts say the current plan will stretch the Russian fleet capability and note that the base in Tartus can't provide a sufficient backup for a permanent navy presence in the region. The base is also too small for big ships.

Military officials have said in the past that Russian navy ships in the Mediterranean could be used to evacuate equipment and personnel from Tartus. Previous Russian deployments in the area have invariably included amphibious landing vessels, which could serve the purpose.

CAIRO (AP) ? Egypt's military on Wednesday brought in reinforcements of troops and armor to bases near Egyptian cities ahead of weekend protests planned by the opposition to try to force the Islamist president out, security officials said.

Clashes between supporters and opponents of President Mohammed Morsi erupted Wednesday, killing at least one person and injuring more than 200.

The troop movements accompanied speculation over the army's role in the crisis. The presidency says the military has been coordinating with Morsi's government in the run-up to the protests, but activists say they are looking to the army for protection from hard-line government supporters.

Some Islamists accuse activists of paving the way for a coup, a charge that the opposition vehemently denies.

By nightfall, thousands of Morsi opponents gathered at Cairo's central Tahrir square, epicenter of the 2011 uprising that toppled President Hosni Mubarak. Similarly, opponents and supporters of Morsi gathered in separate locations in the port city of Alexandria.

The security officials said the army deployments are restricted to the outskirts of major cities and inside existing military facilities. In Cairo, the focus of Sunday's protests, the extra troops deployed to major bases to the east and west of the city of some 18 million people.

The protests mark President Mohammed Morsi's first year in office.

Tension is building, and clashes between supporters and opponents of the president are growing in frequency, particularly in cities north of Cairo on the Mediterranean coast and in the Nile Delta.

On Wednesday, at least one person was killed and scores injured in the coastal city of Mansoura, according to hospital and security officials.

In Tanta in the Nile Delta, clashes between the two sides also broke out Wednesday. There were no reports of casualties.

On Sunday, army chief Gen. Abdel-Fattah el-Sissi, who is also the defense minister, gave Morsi and the opposition a week to reach an understanding to prevent bloodshed. There has been no sign of compromise by either side.

El-Sissi also warned the military would intervene to stop the nation from entering a "dark tunnel." Appointed by Morsi last August, he also gave a thinly veiled warning to Morsi's backers that the military will step in if the protesters are attacked during the planned protests, as some hard-liners have threatened.

Morsi, who addresses the nation later on Wednesday, has sought to project the impression of business as usual since el-Sissi's comments. He has discussed fuel shortages and power cuts with Cabinet ministers. He urged other ministers to ensure that basic goods are available ahead of the start around July 10 of the holy month of Ramadan, when devout Muslims refrain from food, water, smoking and sex from dawn to sunset.

The buildup to the Sunday protests comes as the country is partly paralyzed by an acute shortage of fuel that has created traffic jams caused by the long lines outside gas stations. Egyptians have also been angered by a steep rise in prices that is caused in part by the sliding value of the Egyptian pound against the U.S. dollar.

Cabinet ministers blamed the fuel shortage on corruption, rumors and hoarding by a public that is nervous over the protests.

Morsi's opponents calculate they can force him out through the sheer number of people they bring into the streets starting Sunday ? building on widespread discontent with his running of the country ? plus the added weight of the army's declaration that it will protect them against attacks.

His backers say the mainly liberal and secular political opposition is fomenting a coup to remove an elected leader because they can't compete at the ballot box.

The security officials, who spoke anonymously because they were not authorized to speak to reporters, said army commanders have carried out reconnaissance missions in areas and facilities they intend to protect ahead of June 30.

For example, the commander of the central military region on Tuesday inspected a media complex on the western outskirts of Cairo that houses several TV networks, some critical of Morsi. The complex was besieged at least twice in recent months by Islamists loyal to Morsi attempting to intimidate the networks and hosts of talk shows critical of the president.

Besides that complex, the military plans to protect the massive Nile-side building housing state TV, the Suez Canal, the Cabinet offices and parliament.

Morsi's supporters have accused organizers of the June 30 protests of planning to use violence, but the protesters have repeatedly vowed to keep their demonstrations peaceful.

Morsi backers plan a rally in Cairo on Friday for the second successive week. In last Friday's rally, hard-line Islamists addressing the crowd vowed to "smash" the June 30 protesters whom they denounced as Mubarak loyalists.

Council moves ahead with church heritage designation

SYDNEY ? Cape Breton Regional Municipality council moved ahead with a somewhat controversial municipal heritage designation for the former St. Joseph?s Church in Lingan.

The property is still owned by the Diocese of Antigonish, and in correspondence dating back to 2010, Bishop Brian Dunn said all properties of the diocese were needed ?as security for the required payments? of the $18-million class-action lawsuit of victims alleging sexual abuse by priests dating back to 1950.

In the letter, Dunn said a heritage designation would possibly ?restrict? a property?s usefulness in the case of liquidating assets.

The diocese had pledged to revisit the situation this year, but the Cape Breton Regional Municipality had not been able to make contact with the bishop by phone or email for several months, CBRM heritage planner Rick McCready told council? Tuesday evening.

However, McCready said he received an email from the bishop shortly after the issue paper was prepared for council indicating the diocese still opposes the heritage designation.

?My anticipation was that we were, at some point, going to get an OK from the bishop,? he said. ?At any rate, I do still feel the property should be registered and I?m sticking with my recommendation. This is a bit of an unusual case.?

The CBRM has the support of the Lingan Historical Society to have it designated a municipal heritage property, said McCready.

The society is hoping to have the property registered in time to hold a ceremony that would coincide with summer events to celebrate New Waterford?s 100th anniversary.

He said while it?s been past practice to ensure the property owner is onside with the heritage designation, the provincial Heritage Property Act states that doesn?t necessarily need to be the case.

?I did score the property on the criteria that we use and it does actually score quite high. There?s no question it has a lot of heritage value and warrants being registered,? McCready said.

St. Joseph?s Church passed first reading Tuesday, but isn?t expected back for second and final reading until August.

The Post was unsuccessful in attempting to reach a spokesperson from the diocese for comment Tuesday night.

Two other properties passed first reading of the heritage designation process with little debate.

The Red Row housing complex on Main Street in Sydney Mines and the Polish Village Hall on Victoria Road in Whitney Pier both have considerable community support for the heritage designations.

A letter will be sent to each property owner detailing what municipal heritage designation means, and when it will return to council for second and final reading.

(AP) ? Under the watchful eye of stern-faced American advisers, hundreds of U.S.-trained Jordanian commandos fanned across this dusty desert plain, holding war games that could eventually form the basis of an assault in Syria.

With the recent deployment of Patriot missiles near the Syrian border, and the mock Syrian accents of those playing the enemy, the message was clear: There is fear of spillover from the Syrian war in this U.S.-allied kingdom, and the potential for a Jordanian role in securing Syria's chemical weapons stockpiles should Bashar Assad's regime lose control.

Dubbed Eager Lion, the 12-day exercise involves combined land, air and sea maneuvers across the country. It brings together 8,000 personnel from 19 Arab and European nations to train on border security, irregular warfare, terrorism and counterinsurgency.

Marine Corps Lt. Col. Duke Shienle said Syria "is a concern that all our regional partners share."

The Syrian crisis is "causing all military in the region to increase intensity," he said as he supervised masked commandos in black uniforms from Jordan and two other Syria neighbors ? Iraq and Lebanon ? in a mock exercise to free a hijacked aircraft on an airstrip in the eastern Jordanian desert.

Nearby, U.S. military strategists taught Jordanian riot police to quickly contain a mock protest by angry mobs in a crowded refugee camp. The trainers refused to name the camp, but the trainees said it was "Zaatari," a reference to a refugee settlement straddling the border with Syria that shelters around 185,000 displaced Syrians.

"We want freedom! We want a free Syria!" the trainees shouted, speaking the Syrian dialect as they depicted Syrian refugees. Others looked on from under dusty tents pitched on a strip of desert outside a Jordanian army compound. The location of this exercise and others could not be disclosed in line with Jordanian army regulations.

Elsewhere, in the south, hundreds of masked Jordanian commandos in black uniforms used machine-guns, rocket propellers and tanks to overwhelm an enemy target as Jordanian helicopters and fighter jets ? all part of previous American donations ? buzzed the skies overhead.

"We want to tell anyone with malicious intentions toward Jordan that we can hit back where it hurts most painfully," said one Jordanian commando, speaking under scorching sun in the arid mountain region. He could not be named under army regulations and declined to say if the enemy he was fighting was Assad's army.

Other training focused on humanitarian relief and crisis management and involves 7,000 civilians from non-governmental organizations engaged in providing assistance to Syrian refugees, said Tawfiq Hennawi of the International Committee of the Red Cross, one of the participating NGOs.

Jordan hosts more than half a million Syrians who fled Assad's military onslaught and that number is expected to rise to 1.2 million by the end of the year.

"These exercises bolster our defense capabilities," said Jordanian army Maj. Gen. Awni Edwan, adding that the Eager Lion exercises, which end Thursday, are routine, having being held twice before at the same time.

"We don't intend to attack anybody," he said.

Jordan has been leery that Assad may eventually use his chemical weapons against his neighbors, or if his regime starts to collapse, his stockpile may fall into the hands of al-Qaida or other militants who are trying to rise to power in Syria.

There has been mounting speculation that should Assad's regime begin to lose control, Jordan will dispatch its highly-skilled, U.S.-trained and equipped commandos to secure Assad's chemical weapons and create a safe haven for Syrian refugees along the 230-mile (375-kilometer) border with Jordan, according to a Western diplomat who monitors Syria from his base in Jordan.

The purpose is to prevent a further influx of Syrian refugees into Jordan out of fear that Shiite militants from the Lebanese Hezbollah group or other Iranian agents may slip across the border to destabilize this key U.S. ally, said the diplomat, who spoke on condition of anonymity because identifying him might jeopardize his intelligence-gathering on Syria.

Jordan's predominantly Sunni Muslim population is traditionally a fiery critic of the growing influence of Iran and its rival Shiite sect.

Regional media reports this week suggesting that Hezbollah activists are deploying near the Jordanian border to help Assad regain control of southern Daraa province? which has been a lifeline for arms shipments to rebels seeking to topple him ? sent jitters across Jordan. Officials said that security was immediately beefed up, with more Jordanian soldiers deployed along the border with Syria.

In recent weeks, Assad's forces have appeared to be regaining control over areas seized by rebels, particularly the strategic town of Qusair.

Jordan also fears that Assad's sleeper cells, including Hezbollah, may already be in the country and would act if instructed by Iran or Syria, where an uprising that started in 2011 has descended into all-out civil war.

Eager Lion coincides with Washington deploying one or two Patriot batteries along the border with Syria and agreeing to keep a squadron of 12 to 24 F-16 fighter jets after the exercises ? a move Syria's regime and its Russian patron have expressed concern over.

Russian Foreign Minister Sergey Lavrov was quoted by Russia's Interfax news agency as saying that the deployment of the air-defense systems in Jordan in order to set up a no-fly zone over Syria would be a violation of international law.

The United States has said it has no plans for military intervention in Syria, although President Barack Obama has left the door open for any possibility.

"With this exercise being the biggest fire power show ever in Jordan, coupled with the deployment of Patriot air defense systems and U.S. fighter jets, it is clear that the ground is being set for military intervention in Syria," said Col. Khalil Rawahneh, a Jordanian military strategist who participated in at least 16 U.S. and British-sponsored maneuvers until he retired four years ago.

Dish abandons Sprint bid for now to focus on Clearwire

NEW YORK (Reuters) - Dish Network Corp said it would not make a new offer to buy No. 3 U.S. wireless provider Sprint Nextel in time for a Tuesday deadline and would instead focus on its tender offer for Clearwire Corp.

The decision may be good news for Japan's SoftBank Corp, which is also trying to buy Sprint. A purchase by SoftBank could provide Sprint with access to more capital that it could use to beef up its network and compete better.

Satellite TV provider Dish said in a statement that it was not practical for it to submit a revised offer on the June 18 deadline imposed by Sprint even though it "continues to see strategic value in a merger with Sprint."

Dish said it would consider its options with respect to Sprint without providing further details. While missing the deadline would make it more complicated for Dish to make a new offer, in theory Sprint would have to consider any new offers it gets ahead of a June 25 shareholder vote on the SoftBank deal.

The Dish decision was the latest turn in a takeover battle that started on April 15 when Dish - led by its chairman and founder, Charlie Ergen - offered to buy Sprint for $25.5 billion in a challenge to SoftBank.

Known for his aggressive tactics in deal-making, Ergen is looking to expand into the wireless market as Dish's traditional pay-TV business has been maturing.

SoftBank is controlled by billionaire founder Masayoshi Son, who is known as a risk-taker despite his country's normally cautious corporate culture. If SoftBank succeeds in buying Sprint, it would rank as the largest overseas acquisition by a Japanese company.

After Sprint shareholders said they preferred Dish's offer, SoftBank was forced to raise its bid for Sprint on June 10 to $21.6 billion from its previous offer of $20.1 billion. The revised deal would give SoftBank 78 percent ownership of Sprint compared with a 70 percent stake under its earlier offer.

SHAREHOLDER VOTE

Sprint accepted the latest SoftBank offer as it provides shareholders with more cash than the previous agreement. Sprint shareholders are due to vote on Sprint's agreement with SoftBank at a June 25 meeting.

While SoftBank's latest offer is an improvement for shareholders, it provides $3 billion less direct capital investment in Sprint itself than the previous offer. New Street analyst Jonathan Chaplin said in a research note earlier on Tuesday that he believes SoftBank will make large capital investments in Sprint after the deal is done.

Paulson & Co, Sprint's second-biggest shareholder, has already said it would vote for the latest SoftBank deal but other Sprint shareholders have said they wanted to hear Ergen's response before making a decision on the latest bid.

Sprint shares fell 11 cents, or 1.5 percent, to $7.21 in after-hours trading, suggesting that at least some shareholders appeared to lose hope for a higher bid after Dish's statement.

SoftBank shares rose 5 percent in Tokyo following the announcement.

Along with shareholder support, SoftBank still also needs approval for the deal from the U.S. telecommunications regulator, the Federal Communications Commission.

The Japanese mobile operator still expects to be able to close its deal with Sprint in early July, a SoftBank representative said. Sprint declined to comment on the Dish statement.

Dish said that it was unable to meet Sprint's deadline because of changes the wireless company made in its agreement with SoftBank, such as higher break-up fees that raised the hurdles for a Dish deal.

CLEARWIRE BATTLE

SoftBank, one of Japan's top mobile operators, has promised that Sprint would be able to save money on equipment such as smartphones by getting bulk-buy discounts from vendors.

SoftBank has also argued that it could bring Sprint valuable expertise in wireless technology, an area where Dish's Ergen has no experience.

Dish's promise was additional wireless spectrum that it has bought in recent years as well as the opportunity to expand its video services to cellphone users.

But even if SoftBank wins the Sprint deal, its battle with Ergen is not over as Dish is also fighting with Sprint to buy out the minority shareholders of Clearwire, which is already majority owned by Sprint.

The board of Clearwire - a small wireless provider with a vast trove of valuable wireless airwaves that both SoftBank and Dish want - last week recommended that its shareholders vote against Sprint's $3.40 per share offer at a June 24 meeting and instead urged them to accept Dish's tender offer to buy Clearwire shares for $4.40 each.

Sprint has filed a lawsuit against Dish and Clearwire over the Dish offer and Clearwire's recommendation.

Some analysts have said that if Dish fails to win Sprint it could use a minority ownership of Clearwire as a bargaining chip to help it forge an agreement with SoftBank either to buy spectrum or to create a network partnership.

While SoftBank has said that it would be happy for Sprint to just own a minority stake in Clearwire, it would forgo savings and some control if Clearwire remains a separate company with a separate board and a separate network.

South Africa: Mandela remains in hospital

JOHANNESBURG (AP) ? Nelson Mandela is spending a third day in a hospital where the former president is being treated for a recurring lung infection.

There was no update Monday morning from the office of President Jacob Zuma, which had said on Saturday that the 94-year-old Mandela was in a "serious but stable" condition.

On Sunday, members of Mandela's family were seen visiting the Pretoria hospital where the anti-apartheid leader and Nobel Peace Prize laureate is believed to be staying.

Mandela has been hospitalized several times in recent months. The last discharge came on April 6 after doctors diagnosed him with pneumonia and drained fluid from his chest.
